Subject: Reason for Township‑Wide Mailing of Absentee Voter Applications

Purpose of This Memo

This memo explains why Lovells Township mailed absentee voter (AV) applications to the majority of registered voters and how this action aligns with Michigan’s election laws following the adoption of Proposal 2 in November 2022.

Background: Proposal 2 (2022)

In November 2022, Michigan voters overwhelmingly approved Proposal 2, a constitutional amendment that expanded voter rights and changed how absentee voting is administered statewide. Proposal 2 created several new requirements and rights, including:

  • The right to join a permanent absentee ballot list, allowing voters to receive AV ballots for all future elections without repeated applications.
  • Improvements to absentee voting processes, including state-funded prepaid postage for AV applications and ballots and expanded ballot tracking.
  • A requirement that clerks maintain permanent absentee voter lists and provide voters the opportunity to join them.

Why Lovells Township Mailed Absentee Applications

1. To Comply With Proposal 2’s Permanent Absentee List Requirements

Proposal 2 created the option for any Michigan voter to sign a single application requesting that an absentee ballot be mailed to them for all future elections. Mailing applications helps ensure residents can opt into this right.

2. To Ensure Equal Access to Absentee Voting Options

State law guarantees that all registered voters have the right to vote absentee for any reason. Providing applications township‑wide ensures equal and consistent access.
